The manifesto of the Awaam Raaj Movement is simple and clear.
We seek democracy, a democracy that begins within political parties themselves. Only political forces that are democratic from within can bring genuine democracy to the country.
The Awaam Raaj Movement is a struggle to establish a truly democratic political party in Pakistan. A party owned by the people of Pakistan, especially by Ordinary Citizens and Middle Class youth. A party where all office bearers are chosen through internal elections, transparency, and merit, not through favoritism or loyalty.
We envision a political party where all decisions are made collectively by elected office bearers, elected cabinets, boards, and committees through consultation and majority opinion. No single individual or family dominates decision making.
Our goal is to build a political platform where an ordinary citizen and a middle class young person have an equal opportunity to become party chairman and even Prime Minister of the country. Where middle class youth can rise on the basis of their ability and competence, without flattery or personal connections.
We believe that real democracy in Pakistan can only emerge when political parties themselves are democratic, student unions are active, and the local government system is strong and stable. For this, the first requirement is a political party that is democratic in its own structure. Only such a party can genuinely struggle for the revival and strengthening of student unions and local governments, and later ensure their protection and empowerment when it comes into power.
The core of this movement is the commitment to establish a democratic party whose name, manifesto, and constitution will be decided by its elected representatives. Ownership will rest with the members, not with personalities or families.
We believe that issues such as terrorism, the Balochistan crisis, inflation, injustice, lawlessness, unemployment, and many other national problems can only be resolved when those who run the system are selected on the basis of competence, merit, and democratic principles, not on kinship, loyalty, or inherited power.
We are convinced that farmers’ problems cannot be solved by electing feudal lords to parliament. They can only be solved by bringing forward the sons and daughters of farmers themselves. Similarly, workers’ issues cannot be resolved by wealthy industrialists becoming rulers. Workers’ children must be given the opportunity to lead. The problems of the poor cannot be solved by privileged elites. For that, Awaam Raaj, the rule of the people, must be established.
For seventy eight years, Pakistan has not been able to elect a single Prime Minister from a genuine middle class background. We honestly believe this is one of the fundamental reasons behind our national crises. Power has consistently remained in the hands of elites, feudal lords and capitalists, while the middle class has never been given an equal chance to govern.
We also believe that unconstitutional interference by the establishment and the lack of continuity in democratic governments can only end when political parties themselves practice internal democracy. As long as politics revolves around individuals and dynasties rather than institutions, this problem will persist. If we collectively build a truly democratic political party as a strong democratic institution, these challenges can be overcome.
The Awaam Raaj Movement has been launched with exactly this purpose: to lay the foundation of a genuinely democratic political party that represents ordinary people, empowers the middle class, and establishes a system based on merit, participation, and collective decision making.
This is not merely a political movement. It is a struggle to create a democratic political culture in Pakistan, beginning from within.

عوام راج تحریک کا منشور سادہ اور واضح ہے۔
ہم جمہوریت کے خواہاں ہیں، ایسی جمہوریت جو خود سیاسی جماعتوں کے اندر سے شروع ہو۔ صرف وہ سیاسی قوتیں جو اندر سے جمہوری ہوں وہی ملک میں حقیقی جمہوریت لا سکتی ہیں۔
عوام راج تحریک پاکستان میں ایک حقیقی جمہوری سیاسی جماعت کے قیام کی جدوجہد ہے۔ ایک ایسی جماعت جس کے مالک پاکستان کے عوام ہوں، خاص طور پر عام شہری اور متوسط طبقے کے نوجوان۔ ایک ایسی جماعت جہاں تمام عہدیدار اندرونی انتخابات، شفافیت اور میرٹ کے ذریعے منتخب ہوں، نہ کہ اقربا پروری یا وفاداری کے ذریعے۔
ہم ایک ایسی سیاسی جماعت کا تصور کرتے ہیں جہاں تمام فیصلے منتخب عہدیداروں، منتخب کابینہ، بورڈز اور کمیٹیوں کے ذریعے باہمی مشاورت اور اکثریت کی رائے سے کیے جائیں۔ فیصلہ سازی پر کوئی ایک فرد یا خاندان حاوی نہ ہو۔
ہمارا مقصد ایک ایسا سیاسی پلیٹ فارم بنانا ہے جہاں ایک عام شہری اور متوسط طبقے کے نوجوان کو پارٹی چیئرمین اور یہاں تک کہ ملک کا وزیراعظم بننے کا مساوی موقع ملے۔ جہاں متوسط طبقے کے نوجوان اپنی اہلیت اور قابلیت کی بنیاد پر آگے بڑھ سکیں، بغیر کسی خوشامد یا ذاتی تعلقات کے۔
ہمیں یقین ہے کہ پاکستان میں حقیقی جمہوریت تب ہی آ سکتی ہے جب سیاسی جماعتیں خود جمہوری ہوں، طلبہ یونینز فعال ہوں، اور بلدیاتی نظام مضبوط اور مستحکم ہو۔ اس کے لیے پہلی شرط ایک ایسی سیاسی جماعت ہے جو اپنی ساخت میں جمہوری ہو۔ صرف ایسی جماعت ہی طلبہ یونینز اور مقامی حکومتوں کی بحالی اور مضبوطی کے لیے حقیقی جدوجہد کر سکتی ہے، اور بعد میں اقتدار میں آنے پر ان کے تحفظ اور بااختیار ہونے کو یقینی بنا سکتی ہے۔
اس تحریک کی بنیاد اس عہد پر ہے کہ ایک جمہوری جماعت قائم کی جائے جس کا نام، منشور اور آئین اس کے منتخب نمائندے طے کریں گے۔ ملکیت ممبران کے پاس ہوگی، شخصیات یا خاندانوں کے پاس نہیں۔
ہمیں یقین ہے کہ دہشت گردی، بلوچستان کا بحران، مہنگائی، ناانصافی، لاقانونیت، بے روزگاری اور دیگر بہت سے قومی مسائل تب ہی حل ہو سکتے ہیں جب نظام چلانے والوں کا انتخاب قابلیت، میرٹ اور جمہوری اصولوں کی بنیاد پر ہو، نہ کہ رشتہ داری، وفاداری یا موروثی طاقت پر۔
ہمیں یقین ہے کہ کسانوں کے مسائل جاگیرداروں کو پارلیمنٹ میں منتخب کر کے حل نہیں کیے جا سکتے۔ وہ صرف کسانوں کے اپنے بیٹوں اور بیٹیوں کو آگے لا کر ہی حل کیے جا سکتے ہیں۔ اسی طرح مزدوروں کے مسائل امیر صنعت کاروں کے حکمران بننے سے حل نہیں ہو سکتے۔ مزدوروں کے بچوں کو قیادت کا موقع ملنا چاہیے۔ غریبوں کے مسائل مراعات یافتہ اشرافیہ حل نہیں کر سکتی۔ اس کے لیے عوام راج، یعنی عوام کی حکمرانی قائم کرنی ہوگی۔
اٹھہتر سالوں سے پاکستان ایک بھی وزیراعظم حقیقی متوسط طبقے سے منتخب نہیں کر سکا۔ ہم ایمانداری سے سمجھتے ہیں کہ یہ ہمارے قومی بحرانوں کی بنیادی وجوہات میں سے ایک ہے۔ طاقت مسلسل اشرافیہ، جاگیرداروں اور سرمایہ داروں کے ہاتھوں میں رہی ہے، جبکہ متوسط طبقے کو حکومت کرنے کا کبھی مساوی موقع نہیں دیا گیا۔
ہم یہ بھی مانتے ہیں کہ اسٹیبلشمنٹ کی غیر آئینی مداخلت اور جمہوری حکومتوں میں تسلسل کا فقدان تب ہی ختم ہو سکتا ہے جب سیاسی جماعتیں خود اندرونی جمہوریت پر عمل کریں۔ جب تک سیاست اداروں کے بجائے افراد اور خاندانوں کے گرد گھومتی رہے گی، یہ مسئلہ برقرار رہے گا۔ اگر ہم اجتماعی طور پر ایک حقیقی جمہوری سیاسی جماعت کو ایک مضبوط جمہوری ادارے کے طور پر تعمیر کریں تو ان چیلنجوں پر قابو پایا جا سکتا ہے۔
عوام راج تحریک کا آغاز اسی مقصد کے ساتھ کیا گیا ہے: ایک حقیقی جمہوری سیاسی جماعت کی بنیاد رکھنا جو عام لوگوں کی نمائندگی کرے، متوسط طبقے کو بااختیار بنائے، اور میرٹ، شرکت اور اجتماعی فیصلہ سازی پر مبنی نظام قائم کرے۔
یہ محض ایک سیاسی تحریک نہیں ہے۔ یہ پاکستان میں ایک جمہوری سیاسی کلچر پیدا کرنے کی جدوجہد ہے، جس کا آغاز خود اپنے اندر سے ہوتا ہے۔
